HR ASSISTANT - BACKUP

Location: Khamer.

Reporting to: Admin Manager.

Médecins Sans Frontières France is looking for Yemeni nationals to recruit in the Admin Department in Khamer, Amran governorate for the position: HR Assistant Backup.

Main Purpose:

Execute administrative, HR and legal related tasks to support the Project HR Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve project objectives.

In the frame of these activities, he/she will:

  • Under supervision of the Project ADMIN Manager, managing personal files in order to ensure accuracy, compliance and on-time payments.
  • Updating the HR database and personal files to facilitate HR processes management.
  • Updating Social security Tax office files in order to meet legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance
  • Preparing employment contracts in conformity with legal requirements including specific amendments, when necessary, in order to ensure local labour and fiscal law compliance. 
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Following up of all expiring staff contract dates and inform the Administration Manager in order to leave enough time to arrange renewal or look for some other alternative
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Project HR Manager in translating documents into local language and assisting in meetings upon request.

Additional HR/ Admin tasks delegated by the Project ADMIN Manager

MSF Section/Context Specific Accountabilities:

  • Prepare monthly incentive payments for MoH staff and volunteers of Khamer hospitals.  Send Leave updates to Supervisors.
  • Maintain regularly HOMERE database (Quick Audit) for the project. And update Line Managers on HR management (BILAN, FTC and Leaves / EL) 
  • Supervise Cook & Cleaners in Base & Expat Guest House.
  • Prepare Monthly HR Report which includes Organization Chart, Recruitment, Contracts, Leaves & Settlement)
  • Maintain DW pool updated list for the project and contact them when there is a need.
  • Support Administration Manager in recruitment upon request, publish job announcements, contact the candidates for interviews, archiving recruitment documents.
  • Maintain Price follow-up sheet and identify staff or daily workers for its accomplishment.
  • Induction of newly hired staff.
  • Participate in the project meetings
  • Follow up with managers/supervisors on the bilan of their team 
  • Follow up and ensure that all staff complete the mondatory MSF Tembo training.
  • Additional HR/ Admin tasks delegated by the Project ADMIN Manager

QUALIFICATIONS AND SKILL REQUIREMENTS

Education     

  • Essential HR, finance, business or administration related diploma.

Experience     

  • Essential previous working experience of at least two years in HR or ADMIN positions.
  • Desirable experience in MSF or other NGOs in developing countries.

Languages        

  • English language essential. 

Knowledge     

  • Essential computer literacy (word, excel, Outlook, internet)
  • Previous Experience working with HOMERE system desirable.
